Can a 40 Major player play 50 AAA?

Generally, that "double" rating index spread (40-Major = 9 and 50-AAA = 7) is prohibited without PRIOR approval as mentioned at item #3 below

PLAYER ELIGIBILITY
Player Rating Index ("R/I") History is HIGHEST R/I in last TWO (or ONE if 70+) + CURRENT Seasons
1. May play for ANY team with EQUAL R/I, if otherwise eligible as to age and residency requirements
2. May play ONE R/I less than HIGHEST R/I as one of three "out-of-rating" players allowed on that team's roster
3. May NOT play TWO R/I less without PRIOR approval by SSUSA Home Office under GRANTED exeception request
