I know there is a rule change about only whole numbers. Question can we add a duct tape 1 to change a number from 3 to 31 or 13.

YES ... That's the preferred and most commonly employed remedy to cure a "duplicate number" problem in a lineup ... The recent rule change was in response to an inquiry about wanting to have numbers like 3.14 or 5½ on the uniform ...

The original rule was put in place about "numbers" after the 2006 Worlds in Seattle where a team showed up with all Roman Numerals (I, II, III, IV, V, IX, XX, etc.) and created a bit of an uproar with opposing team scorekeepers! ... We couldn't ignore it, although the team's name, There Goes the Neighborhood, was pretty funny on its own ...
