Staff: a player who was registered in 2023 season with a fully paid players card that has now expired, qualified for the TOC is playing in that tournament and maybe that tournament only, why do they have to renew for the upcoming season?

YES, a player must be currently registered to participate in any event occurring during the current season (2024) ... The TOC is a prior-year qualified roster used for a current-year event ... Insurance coverage and player experience history accuracy are factors ...
