Dave, could you explain the rule for having two players out of bordering states. What does it mean about the states California, Hawaii, Arizona, Nevada, and Oregon. Thank you

2021 rule on players out of border states
Cowboys22 ... In the pre-COVID-19 pandemic era, Major+ teams (only) were allowed to roster up to two (2) players who were not from their individial state or it's bordering states so long as those players came from the same East/West half of the country (Mississippi River divider) AND the additions were otherwise eligible as to age and player rating experience history ... In mid-May, SSUSA relaxed the roster composition rules for all rating levels ....

Here are the changes:

• Teams would be allowed to pick up players from teams in the same age group, skill level and appropriate region for a single tournament without a player release. Players would still need a release if they decided to permanently leave their original team.
• Major, AAA and AA Teams that are down to a minimum number of players would be allowed to add up to two players from the same age group and skill level outside their region (but from the same side of the Mississippi River). Teams using 10 defensive players can add up to two out-of-region players to get to 14 total players or fewer, and teams using 11 defensive players can add up to two out-of-region players to get to 15 total players or fewer.
• The wait period for players requesting performance or medical waivers to play one skill level lower would be reduced to 45 days (from 90 days) during the pandemic. These waivers are granted on a case-by-case basis.

As to the specific states you asked about, please take a look at the States and Bordering States list on page 80-81 of the Rulebook as it relates to the residency of individual players you may be interested in adding to your roster under the asllowed criteria above ...
