Then this is phased in according to how many years each individual player has remaining on their current ID card, correct? Also as an example, my card expires when I'm 64 so I am allowed to add one year to my card at the old rate to make my expiration date coincide with my turning 65, correct?

It appears that your card is already maxed, and covers the years/seasons from the year you turned 60 through the year you will turn 64, inclusive ... The year you turn 65 requires the step up to the 65+ division age group card ... You will have the sole option then to renew for one to five years ...
