Discussion: Ratings Clarification

I'm trying to understand when is it determined that a team should be bumped up to a higher level. I've noticed some other teams have already been bumped to higher ratings mid season due to their level of play.
Can someone help me understand when and how this determination is made.

If a Major team has a record of 6-0 (total score of 140-105) against Major plus teams this year (2 of the wins being against last years World Champion)and its clearly obvious by everyone at the fields including the umpires that the team is playing below their level, how are they not moved up prior to Worlds?

Shouldn't this be up to SSUSA and its directors to identify this prior to Worlds to ensure we are all on a level playing field given the time and money it costs to travel and compete in this tournament.
