Topic: Rules of the game
Discussion: Commitment line

Yesterday as a third baseman, I chased the runner toward home. He just stood on the third base side of the commit line. As I was about to apply the tag, he stepped over the line with one foot. I then applied the tag. The runner claimed he was safe at home. I know the catcher can’t tag the runner, but can the third baseman. Please help. Thanks.
