Discussion: Mississippi River 2 Player exception

I am hoping that someone on here can give me a little insight. I was informed by one of my teammates about a rule change for rosters beginning in 2026 that is focusing on not permitting the two out of region players. I was kind of Uncertain based on the screenshot he sent me that showed the vote was passed 10 - 0 but it was also passed 10 - 0 to be Revisited and table. So I'm not really sure what is going on with the rule. I do think it would be a bad idea to allow players to be on a roster for several seasons but then turn around and say that they're no longer permitted. Will these players be grandfather? Is this rule going to be initiated for seasons following 2026, which would seem to make better sense. Can someone help me out?
