Discussion: 2 INTERESTING CALLS/ACTIONS OF UMPIRES @ ROCK 'N' RENO CHALLENGE CUP

I had 2 things interesting things happen that seemed to me the umpires were making things up.

The first thing was the pitcher walked a batter and while he was walking to 1st before the next batter got into the box the pitcher (off the mound) threw the ball to the short stop and the short stop threw it back the Umpire called a ball on the batter.
Was this a correct call?

The other thing that happened was there was a runner on first and the next batter had been thrown a pitch the runner called out to his dugout that he wants a runner and instead of letting the team make the error and receive an out the Umpire said, "NO that is not allowed". He said he was allowed to do that.
Wouldn't that be considered Coaching that team and shouldn't be allowed?

No disrespect to Umpires (they have a tough job) or any team that this may have happened to I am just looking for clarity in the rules for the future or if it was just made up rules by the Umpires.

Feel free to comment on one or both things.

Thanks
curtiss ... The first example you mentioned was the basis of a lot of internal conversation in Reno ... The umpire believes that's the correct call ... Others disagreed, because there is talk that the batter was not in the box and the umpire had not yet issued a "play" call ... Not being there, it's best to leave it where you put it: in the category of "interesting" ...

The second item is a bit more clear-cut ... The Rulebook addresses this exact circumstance on page 51 ...
__________

§8.5(5) • COURTESY RUNNER OFFICIALLY IN THE GAME

A courtesy runner must report to, and be acknowledged by, the umpire before play resumes. A courtesy runner may enter the game only prior to the first pitch to any batter; the umpire(s) shall prevent entry of a courtesy runner during the at-bat. ...
__________

The umpire absolutely got that one correct ...

The first thing would be logical if the pitcher was wasting time, batter in the box and runner at first.

The second thing doesn't make since "The Umpire shall prevent entry of a courtesy runner "during" the at bat" It doesn't say after the first pitch?

Or maybe that rule needs to be rewritten and say after the first pitch, otherwise "the Umpire shall prevent entry of a courtesy runner "during" the at bat"

What I was saying is it shouldn't be up to the umpires to "Coach" a team as to what is a legal move, they should be there to enforce the rules and make calls. The runner wasn't asking the Umpire if he could have a runner he was asking his team to get him a runner, correct me if I'm wrong if he had gotten someone to run for him and the runner touched the bag he would have been an illegal runner and be out.

again:
No disrespect to Umpires (they have a tough job) or any team that this may have happened to I am just looking for clarity in the rules.
curtis.. you need to re-read the C/R rule.. it says that A courtesy runner may enter the game ONLY PRIOR TO THE FIRST PITCH TO ANY BATTER.. it also states THE UMPIRE IS TO PREVENT ENTRY of a CR during an at bat.. so it is not considered coaching it's part of the rule
It is the umpire’s job to prevent a CR from entering the game during an at-bat (after a pitch has been thrown). The rule disallowing a CR during the at-bat was added to the rule book to speed the game (by encouraging offenses to have CRs ready), not to give defenses the opportunity for a cheap out. The rule book language saying “the umpire is to prevent entry” was added to the book to make this perfectly clear.
Curtiss, regarding the first thing, the ump might have been thinking of the USSSA rule.
Rule 6 Pitching Section 11B Illegal Pitchers Actions Include: Throwing the ball by the pitcher to any fielder, unless making preliminary warm-up pitches or making an effort to complete an appeal play, OR while the ball is dead.
