Caught foul ball.
Situation: Runners on 1st and 3rd, less than 2 outs. Shortstop catches a foul ball and runs out of play.
What is the ruling? Is it a deadball and runners advance, can the shortstop return from out-of-bounds and throw out runners if they attempt to advance???

8.4(10) • WHEN RUNNERS ARE ENTITLED TO ADVANCE
Runners are entitled to advance without liability to be put out:

F. When a live ball is unintentionally carried by a fielder from playable territory into dead ball territory. EFFECT: The ball is dead and each base runner is awarded one base from the last base touched at the time the fielder entered the dead-ball territory.

G. If, in the umpire’s judgment, a fielder intentionally carries, kicks, pushes or throws a live ball from playable territory into dead ball territory. (NOTE: A fielder carrying a live ball into a dugout or team area to tag a player is considered to have unintentionally carried it there.) EFFECT: The ball is dead. Each runner is awarded two bases from the last base touched at the time the fielder entered or the ball was kicked, pushed or shoved into dead ball territory.

With this being a caught (foul) fly ball, any baserunners would be required to tag up before advancing based on either one or two bases as directed by the umpire (unintentional or intentional carry into dead ball area).

Ruling on the play is the batter is out, then a dead ball when the shortstop went out of play. The runners on first and third advance one base.
If in the judgement of the umpire the fielder caught the ball in play and intentionally went out of play the batter is still out but the runners advance two bases. In your scenario the runner at third scores and the runner at first goes to third.
The shortstop (or any other fielder) cannot attempt to throw out any runners becausecits a dead ball.
