Billy - yes it is though NY is considered "New England" so you could technically play for a team that doesn't "physically" border your state (say Maine). If you call the home office on West Coast time they will be able to help you.

Doug - It looks like you are from VA. If that is the case you would need to look for a team in VA or surrounding states.
