Chopped Ball
If a batter make an attempt to chop the ball but hits a "normal" ground or fly ball instead, is he still to be called out? In my opinion, description 1.13 and rule 7.6 E focus on the intent and not the result.

the batter is not out unless the attempt and result visually match. You cannot prove intent to something that didn't result in. note a chopped ball rule is separate to the natural swing rule. I have called a guy out who has established a natural swing them in a later at bat dropped the bat down so his hands were close to the barrel and slapped the ball to right.

mad dog, completely agree with you. I can remember a time I had 2 strikes on me. Next pitch was inside and too close to take. I knew that if I took my regular swing I would have pulled it foul for a foul ball strike out, so as I start my swing I let the bat slide down in my hands and I drove a single into right field. I even remember the 1st baseman complementing me on my hit.

I guess I should clarify. This is how it is in USSSSA. As also seen in utrip conf. game a big HR hitter dropped his grip to slap "caca" the ball to right and watched a veteran ump call him out. Months later the same guy asked me in an open (umping) if I will call him out if he did that. I told him I cant answer until i see it because what you describe may not be what you carry out in your swing. Then reminded him I saw him get called out in Palm springs for that. Again I never use that rule or enforce it when I umpire. The chop rule I have used and will continue to do so.
