Discussion: Infield Fly (not)

An infield fly is only when runners are at 1st & 2nd or bases loaded with less than two out. There os a dead ball pop outs on infield if runners are on 1st or 1st and 3rd with less than 2 outs if in the opinion of the umpire that the ball was intentionally dropped or not caught with intent to get a double play. This is an umpire judgment call. A person not running should have nothing to do with the ruling on the field.

Our bracket has 3 teams from one classification (60 AAA) and one team from a different one (55 AA). In the past, it said the solo classification had to win bracket to get TOC bid. If that occurred then the highest finishing team of the other classification also gets a TOC bid. It does not say that this time. There was a 55 AA in the 60 AAA group at Rocky Mountain Championships last year and and had they won, the highest finishing 60 AAA would have also gotten a TOC Bid. I have also played at Rocky Mountain when we had a similar situation with only 4 teams. The solo team won and we were the highest finishing of the other 3 and got a TOC bid. Our goal will be to win the tournament, but we would like to please know why this didnt apply this time, especially since the lack of tournaments this year means less teams have a chance to qualify. Thank you for your time.

I noticed that there are a recorded number of teams going this year. More than they have gotten the past 3 years in Sacramento. Maybe the new location might be considered for a future move for this tournament, at least maybe every other year.

Discussion: Batter pops up, doesn't run; defense lets ball drop to get a double play. Legal?

It is always an umpire judgment call. Making an argument about sun in eyes is not relevant. I umpire. I know the position of the sun and have seen enough level of play to know players abilities. Yes, there might be a great actor that can fool the umpire, but 99% of the time, the umpire is not fooled and will get it right. With only one umpire it is unlikely a call will be changed unless it involves a rule issue.

I know SSUSA has had to cancel tournaments based on state or local rules due to Covid-19. How far in advance do you require a commitment from a location in order to ensure the site will be available for play. Some players on my team are concerned that they will get told at the last minute that a site has cancelled even though it previously committed within 2 weeks of the tournament. Thanks for any information you can give.

I see TOC National all stars got stomped this year by the wounded warriors. This group has won 4 of last 5 TOC all star games. There only lost was a close game won last year by the National all stars over the wounded warriors. I was on the National All Star team that won! Just a little bragging rights fun.

Discussion: foul tip question

However, if you read new rule, it says a foul tip may now count as the waste foul, so as long as it never goes above the batters head, he is now not out on strike 3. We start 1-1. Counts goes to 1-2. Under old rule if you had a foul tip at this point (remember must be caught by definition or it is a foul ball), it was strike 3 and batter was out. Now it is a waste foul and batter gets another shot. The only reason for foul tip rule now is so batter won't be called out as a foul ball catch.

Discussion: Interference or incidental contact?

Intereference is an immediate dead ball. The actions of the runner or offensive player dictate the call. The umpire is not supposed to wait until the play is done and decide if they could have gotten someone out. I umpire and that is the proper way to call it.

Discussion: Stepping out of the front of the box?

The batter's box has plenty of room. Move back if you need more room forward.

Batter's Box:

Batter's box is 3 feet wide by 7 feet deep.

Batter must have some portion of both feet inside of the batter's box when the windup / delivery begins.

Any portion of the foot touching the chalk / lines is considered "in" the box.

On the swing, the batter is considered "out of the box" when he has one foot completely on the ground, completely outside of the batter's box when contact is made.

As long as you have not put your foot down on the ground outside the box prior to making contact, you are considered still in the box. In other words, if you foot is in the air, make contact and ball way, then foot hits outside box, you are not out. Also, any player who intentionally obliterates the chalk line can be called out and ejected from the games.

Discussion: Losing could be beneficial

I was looking over the brackets in the 60 AAA. If you are a low seed in one of the two pods, such as #16, if you win, then you have to play the #1. Now, if you lose to the #1 seed and drop down to the loser bracket and lose, you are out on Friday. However, if you lose that first game and then drop to the loser bracket, you only have one more game and no matter how you do, you will get at least one game on Saturday. Your team will be less tired from playing less games and might even win two or three the next day on Saturday. Unless my team suddenly plays way over their heads, we don't have a chance to win the 60 AAA. We have a chance to win a few, but I will be missing some players on Thursday due to work obligations, so pool play will be a challenge. I know bracketing is tough and wouldn't want to do it, but here is a case where the loser is rewarded.

Discussion: runner intentionally get hit by ball

If the runner intentionally interferes, the ball is dead, then the most advanced runner and the runner that interfered are out on a double play. So the runners that were on 2nd and 1st at the time of the pitch would be out. This would be an umpire judgement call to whether it was intentional or not. If not intentional, then the ball is dead, the runner struck is out and the batter is awarded 1st base. any runner forced to move up because of the award would get one base. In this case the batter would end up on first, the runner on first on second and the runner who was on second that got stuck off the base is out. My advice is to read the rule book. Many questions can be answered in doing so.

Discussion: commitment line stepover standoff

I saw a funny thing happen at TOC one year. A team sent two runners home (both past third at same time but neither had scored or crossed commit line yet) and there was a throw to the plate. The first runner crossed the commit line while the catcher had the ball and standing on the mat. He was properly called out. The catcher then saw the second runner still coming, but left the mat and ran to tag the runner prior to the runner crossing the commit line. The catcher tags the runner just after he crossed the commit line.The umpire called him out. The offensive team protested and the second runner was declared safe and scored. What was strange, I think this guy would have kept running so if the catcher just stood there on the mat he could have gotten a double play. This same defensive team in another game later had a guy get a walk and then let their courtesy runner get on first without him ever touching the bag. There was an appeal and the guy was called out. Just a funny story on how some teams don't know the rules.
